 THIS HANDBOOK IS DESIGNED TO IN ANSWERING SOME OF THE MORE COMMON QUESTIONS ASKED CONCERNING THE SPRINGFIELD-GREENE COUNTY PARK BOARD ADULT VOLLEYBALL PROGRAM. OUR OFFICIAL RULES FOLLOW THE HIGH SCHOOL and USA RULE BOOKs, AND WILL BE FOLLOWED UNLESS LISTED OTHERWISE.

CANCELLATION PROCEDURES FOR LEAGUES

The Springfield-Greene County Park Board’s Athletics hotline can be called 24 hours a day / 7 days a week. Game cancellations will be posted to this number. Call 864-1379 and press option #1.

ADULT PLAYER ELIGIBILITY AND LEAGUE DIVISIONS
  1. “A” Level – This is the top league. Can be also called “UPPER LEVEL” with some good B teams.
  2. “B” Level – Good to strong competition, any player allowed and high school rules will apply with some exceptions noted in this manual. The “B” can be divided into:
  1. “B-1” – the upper level teams in the “B” division.
  2. “B-2” – the lower level teams in the “B” division.
  1. “C” Level – Some technique is not stressed at this level (except for really bad techniques). Can be called “LOWER LEAGUE” with weaker B teams.
  2. Age requirements: age fourteen and up.
  3. Roster forms MUST be turned into the office or to the scorekeeper prior to your 1st game in order to avoid a forfeited game. Open rosters are used in adult volleyball leagues.
  4. SUSPENSIONS: A player, coach, or team follower ejected from a game will be suspended only for that game. A second ejection will result in a three-game suspension, a third ejection results in a suspension for the rest of the session. The Park Board staff reserves the right to impose more severe penalties.

SUSPENSION OF PLAYERS

The Springfield Park Board reserves the right to suspend players due to misconduct, damage to Park Board or School Property, or any reason deemed detrimental to the volleyball program.

  1. If a player is disqualified from a match due to unsportsmanlike conduct, the player must leave the bench and the gym floor area within one minute. Players can cool down in the restrooms before leaving the facility entirely within a reasonable amount of time deemed by the league supervisor.
  2. Pulling on the net in a destructive manner is considered an unsportsmanlike act and the player involved can be removed from the match at the discretion of the referee and/or league supervisor.
  3. If a player is ejected for a second time, this will result in a three-game suspension, a third ejection results in a suspension for the rest of the season. The Park Board staff reserves the right to impose more severe penalties.
  4. This rulebook is considered a warning to all players that unsportsmanlike conduct will not be tolerated in our leagues. Please advise your players. Further warnings by the referee and/or league supervisor can be given at their discretion. However, remember an ejection can be given on the first offense.

LEAGUE ORGANIZATION

League play will run for seven matches.

Forfeit time is as follows:

  1. 5 minutes after scheduled match time is a forfeit of the first game.
  2. 10 minutes after scheduled match time is a forfeit of the match.

 

  1. A $25.00 forfeit fee will be charged to a team that fails to show up for a match. The forfeit fee must be paid no later than three working days after your team’s forfeit. Mail your forfeit fee to: Springfield-Greene County Park Board, C/O Jennifer Leatherman, 1923 N. Weller, Springfield, MO 65803. Note: if a team calls 837-5817 before 3:00 p.m. on the day that you play to tell us of your inability to play that night, the forfeit fee will be waived.
  2. The League champion will be determined by the Recreation Crew:
    1. Two way tie-head to head competition, (who won the match.) Teams that happen to play each other twice splitting the matches won will be determined by adding the total number of points scored against each team by their opponents. The LOWEST POINT TOTAL WINS.
    2. Three-way tie or more- least point total wins (See 4a. above).
  3. All players and team followers assume all risk of accidents and injury arising from participation in the Springfield Park Board Volleyball leagues.

    PROTEST  - No protests will be accepted on judgment calls.

     PLAYING THE GAME

    GENERAL RULES

    1. The first server for each team is the player in the right back position. Thereafter, when a team is awarded a side out, the player in the right front position rotates to the serving area. (Note: There is no rotation prior to the first serve in the Park Board Leagues.)

    2. We will allow the teams to serve from any location along the end line in accordance to the high school rulebook.

    3. In the Springfield/Greene County Park leagues the serve CANNOT be blocked or spiked (attacked) by the receiving team. Setting a serve is permitted.

    4. Teams will be composed of six players, HOWEVER,

    1. A match will start or continue with five (4 or 5) players.
    2. When a match is started with five (4 or 5) players, it must continue with the same five players for the entire match, or until a PROPER SUBSTITUTE is found.
    3. When playing with less than six players, a side out will be awarded when the empty position is due to serve. A game cannot end on a side out. Not used when both teams are short with the same number of players.
    4. In the event of multiple injuries, the match may continue with fewer than five players. (Side outs awarded for each empty position.)

    5. The instant that contact happens on the serve, all players must be within their own position on       the  court. After the ball is contacted, the players may move to other positions.

    6.  set (game) is won when a team scores 25 points with a minimum 2 point lead.

    7.  Net violation. Contact with the net by a player between the antennae, during the action of playing the ball, is a fault. The action of playing the ball includes (among others) take-off, hit (or attempt) and landing.

    8.  Under Net violation. Player can touch opponent's court with feet or hands, provided some part of extremity is on or above the center line. Players may also touch the opponent's court with an entire foot or hand or any other body part(s), provided the encroachment does not present a safety hazard, does not interfere with the opponents, and some body part is on/over the center line

     9. TRAVESTY RULE: If in the opinion of the referee and/or league supervisor a team if deliberately     trying to misplay points in order to make the match last longer.

     10. In case of an illegal substitution:

      11. Legal contact is a touch of the ball by a player’s body, who does not allow the ball to visibly come to rest or involve prolonged contact with a player’s body.

      12. SUBSTITUTIONS:

    1. May be made any time in case of injury.
    2. The incoming player must take the position in the serving order of the player they are replacing.

     c. A player who reenters the game will return to their original position, EXCEPT in case     of  injury or illness.

     d. Level “C” league players can enter as many times as they wish.

     e. At the start of a new game, players may change positions, as long as the scorekeeper   and referee are notified of the changes in the line up.

     f. The rest period between games of a match is one minute

     g. Time outs may be requested at any time the ball is dead. This time out will not    

          exceed one minute. Only two time outs are allowed each team during a game.                                                                                                                                               

          Time outs will not be called when the ball is in play.

      h. The Park Board reserves the right to make final determination on any rules or

           interpretations that may differ from the High School Rule Book.

        13. PLAYABLE OVERHEAD OBSTRUCTIONS: A ball striking the ceiling or an overhead obstruction above a playable area shall remain in play provided the ball contacts the ceiling or obstruction on the side of the net extended that is occupied by the team that last played the ball, and the ball is legally played next by the same team.

    CO-ED LEAGUE exceptions

    1.  A team will consist of three men and three women on the court. A game can start with three       men & two women, 2 men & 3 women, or two men & four women. The game will continue       with five players until the proper ratio of three men and three women can be reached.

    1. If the ball is hit three times by a team before the ball is returned across the net, a female must hit it at least once. If the ball is hit less than three times, there is no such requirement.
  • In the case of a 24-24 tie, play continues until a 2 point lead is taken in the first 2 games.
  • If a split in the first 2 sets, then a 3rd tie-breaker set to 15 will be used. Play continues until a 2 point lead is taken in the 3rd game.
  • match is won when a team wins 2 out of 3 sets.
  • First offense of the match will be given a warning.
  • Second offense will result in forfeiture of that game. FURTHERMORE, The offended team will receive five points and the serve for the following game.
  • The third offense will result in forfeiture of the match.
  1. For the serving team, any points known to have been scored during a term of service in which an illegal substitute is discovered in the game, will be canceled.
  2. For the receiving team prior to the contact of the service by the opposing team, all points earned during the previous term of service by the violating team while the illegal substitute was in the game, will be cancelled.
  3. After the serve has alternated and the first serve is contacted, there will be NO CANCELATION OF POINTS
  4. IN ALL CASES, THE ILLEGAL SUBSTITUTE MUST ENTER LEGALLY OR BE REPLACED BY A LEGAL PLAYER.

LIBERO POSITION FOR WOMEN’S PLAY ONLY

The Libero is a back-row player and is not allowed to complete an attack from anywhere if, at the moment of contact, the ball is entirely above the height of the net. Only one Libero may be designated per game. THIS POSITION IS AN OPTIONAL POSITION.

  • This person is just a back row defensive player and cannot play the front row.
  • Must sit out one play before reentering into the back row.
  • Shall not block or attempt to block.
  • Shall not serve.
  • Shall not set the ball using overhand finger action while in front of the attack line extended, for an attack above the height of the net.

BUILDING REGULATIONS

  1. No smoking or alcohol is permitted in or on School or Park Board property.
  2. Any damage to school or park property by a team member must be paid for immediately, or the team will be penalized.
  3. All items of food, snacks or drink brought into the center must be discarded into the trash containers as soon as it is finished.
  4. All participants and spectators must follow the rules for the center they are participating concerning food and drinks.
  5. When playing at Doling, Dan Kinney or Chesterfield Family Centers, volleyball players must follow facility rules at all times. If childcare is needed, the parent must pay for daily entrée plus childcare charge.
