How we operate

The NCPRD Hoopers Basketball league emphasizes age-appropriate skill development and fundamental techniques while encouraging teamwork and sportsmanship in a fun, learning environment.

School-based Teams: Teams are organized based on grade and school.  Schools may be combined to make full teams.  At the high school level, athletes can request a coach or another athlete.

Athlete Focused: Each athlete's skill set is unique.  Hoopers is designed to help athletes take ownership over their development and improvement in a supportive environment.  All athletes have equal opportunity to play regardless of skill level.

Volunteer Coaches: Hoopers relies on the dedication of volunteer coaches (two coaches per team).  Volunteers must pass a background check, complete concussion testing, and attend a pre-season meeting.  Coaches are provided example practice plans and grade-related goals.  For additional support, coaches can attend an optional clinic.

Answers to Common Questions

Registration

What is the difference between early and regular registration?

When you register early, your athlete is placed on your school/most local team. During early registration, we gather information to determine the number of total teams based on volunteer coaches and athlete registration.   

Once regular registration begins, the fee increases $10, total enrollment is set and limited space remains. Athletes registered during this period will be added to teams in the order received, and placement at your school is not guaranteed.  

If registration has filled in your division, an online waitlist is started.  Players enrolled to the waitlist will not be charged the registration fee.

Why are fees different for in district/out of district?

North Clackamas Parks and Recreation District boundaries includes the City of Milwaukie and a large part of unincorporated Clackamas. To find out if you are in district, please visit this link: https://ncprd.com/ncprd/are-you-in-district

Non-residents are welcome to participate, but because taxes are not paid toward the district, a non-resident fee applies. 

Happy Valley left the North Clackamas Parks and Recreation District on 7/1/2020.  If you participated in a program prior to then, you paid in-district or resident rates.

What happens if I cancel?

Cancellation requests must be made in writing.  If you need to cancel, please send an email to sports@ncprd.com.  Include the players name, division and reason for cancelling. 

A $10 administration fee is deducted.  Depending on the date of when a cancellation request is received a credit to your account or refund may be available.

General Program Information

When and where do we get uniforms?

Coaches will hand out uniforms beginning Thursday, January 11.  The uniform provided will be based off registration information.  

If a uniform does not fit, families should attend a uniform exchange on Thursday, January 16th or Friday, January 17th from 6-8pm.  Location TBD. 

What equipment to I need to provide?

The league provides basketballs for use at practices and games.  Athletes do not need to bring any additional equipment.

When are team pictures?

Pictures are facilitated by Fun Time Photography.  Coaches are responsible for signing up for their teams’ picture time and communicating it to their team.  A link to sign up will be sent the week of 1/6.  Pictures are scheduled for 2nd – High School on weeknights and K-1 on Sunday from 1/20-2/2.  

Team Placement

How do you decide where to place athletes?

Teams are organized based on grade and school. When there are not enough athletes from one school, schools may be combined to form a full team. When there are multiple teams for a school, we try to balance the teams based on prior experience. 

Siblings in the same division will be placed on the same team.

When/where are practices?

Grades 3 - 12 practice during the week between the hours of 5:00 pm - 9:30 pm. Once a team is assigned a practice slot, the team will practice on the same day(s) and time(s) each week for the entire season, with the exception of cancellations due to school events. Kindergarten – 1st grade are a Sunday only program starting at 12:30pm.  2nd grade is a Saturday only program. 

NCPRD utilizes school district & park district gyms. We try to host team practices at gyms East or West of I-205, respective to their school’s location.  Game locations vary, but they are usually a mix of east/west locations.  The practice day and location is dependent on your team’s volunteer coach.

When is the game schedule available?

Game schedules are available early January and are online at ncprdsports.com.  Registered families will receive an email notification when schedules are posted. 

Once available, we encourage families to subscribe to the schedule.  

When do we find out which team our athlete was placed on?

Families will be notified of team placement information approximately 2 weeks before the start of practices. 3rd-8th Grade: week of Dec. 16; Kindergarten, 1st, 2nd grade and High School: week of Dec. 23.

Can I request a team/coach/athlete?

For Kindergarten - 8th grade, we are unable to accommodate requests for coaches, other athletes, and other placement requests.  Siblings in the same division will be placed on the same team.

At the high school level only, athletes can request a coach or another athlete.  High School teams will compete in one of three divisions to balance competition levels:
Bronze - Teams comprised mainly of freshmen.
Upper Division: Silver - Teams comprised mainly of sophomores or juniors.
Upper Division: Gold - Teams comprised of seniors and/or players who have been on High School JV or Varsity team.

Scholarships

Scholarships are available to families eligible for assistance who live within the North Clackamas Parks & Recreation District. To verify that you live in-district, please visit our website at www.ncprd.com/ncprd/are-you-in-district

In order to make our limited amount of scholarship resources available to the maximum number of participants, it is the District’s policy to offer only partial scholarships. We expect all participants to make some financial contribution towards their fees. All submitted applications will be kept confidential. Please fill out the form below and contact the Recreation Services/Aquatic Park for review. 

Volunteers

We strongly encourage volunteers to register early because we place volunteers by order of registration.  Teams are formed by school attended. Volunteer Coaches (2/team) will have their own children placed on their team.  No other requests accepted.  Schools may be combined.
